Our

Beginnings

 

La Alianza Municipal de Servicios Integrados, Inc. (AMSI) began operations on July 1, 1991. AMSI is the result of the efforts of a group of people who worked in different processes that were necessary to make this designation possible.In its beginnings AMSI was called: Consorcio Caguas-Guayama. Each word had a particular meaning: Consortium – a grouping of entities for common business. Caguas: Municipality located in the northern part of the Consortium, and Guayama: Municipality located in the southern part of the Consortium. The first Executives of both Municipalities played an important and leading role in this feat, hence the name selected.

In accordance with the Puerto Rico Autonomous Municipalities Act, AMSI is an inter-municipal agency. In accordance with the federal Public Law 91-100 Job Training Partnership Act (JTPA), as amended, under which AMSI was created, the following is a summary of the provisions of the JTPA., which was superseded by Public Law 105-220 of 1998, the Workforce Investment Act (WIA) and subsequently replaced by Federal Public Law 113-128 of July 22, 2014, known as the Workforce Innovation Opportunity Act (WIOA); the AMSI is a Local Area composed of a consortium of Municipalities that administers the Caguas-Guayama Local Labor Development Area under the Labor Development Program of the Department of Economic Development and Commerce of the Government of Puerto Rico.

On December 17, 2004, the Board of Mayors approved Resolution 1. This Resolution approved the change of the organization’s identity from Consorcio Caguas-Guayama to Alianza Municipal de Servicios Integrados. This new name came about as a result of a recommendation made by the firm Estudios Técnicos, Inc. in the 2002 Caguas-Guayama Consortium, Social and Economic Profile of the Region. The recommendation was to make the name more inclusive of all its members.

In the beginning, the Local Areas were called Service Delivery Areas, as it was determined by law. They were administered by the Council for Occupational Development and Human Resources (CDORH), later Labor Development Administration (ADL), attached to the Department of Labor and Human Resources (DTRH) of the Government of Puerto Rico. The Caguas-Guayama Consortium Service Area included the municipalities of Aibonito, Arroyo, Caguas, Cayey, Guayama and Gurabo. On October 4, 2001, the Municipality of Trujillo Alto joined the Consortium and on July 1, 2008, the Municipality of Aguas Buenas.

How it came about

Our name?

 

On December 17, 2004, the Board of Mayors approved Resolution 1. AMSI has administered about $200 million in federal and state funds to provide training and employment services to: youth, adults and dislocated workers, including people with disabilities.

Points of

AMSI Pride

AMSI has vast experience in the administration of federal funds, which earned it 100 points in the Measures to Improve Public Administration and Prevention-Anti-Corruption Program of the Office of the Comptroller of Puerto Rico. This was an evaluation aimed at promoting the principles of excellence in public administration in all government entities. In 2003, the Puerto Rico Office of Government Ethics recognized AMSI on several occasions for its compliance with the Biennial Training Hours and also for having one of the top five Ethics Committees in Puerto Rico.

In June 2010, the U.S. Conference of Mayors recognized AMSI and the Municipality of Cayey in its publication Best Practices in Implementing, for the development of several programs during the summer of 2009 in which 828 youth participants had the opportunity to work and network in green jobs and the city’s recycling program. Some of the initiatives implemented at AMSI were recommended in the annual report of the Federal Government’s Department of Labor.
