Beginnings

 

The Municipal Alliance of Integrated Services, Inc. (AMSI) began operations on July 1, 1991. AMSI is the result of the efforts of a group of people who worked in different processes that were necessary to make this designation possible.In its beginnings AMSI was called: Consorcio Caguas-Guayama. Each word had a particular meaning: Consortium – a grouping of entities for common business. Caguas: Municipality located in the northern part of the Consortium, and Guayama: Municipality located in the southern part of the Consortium. The first Executives of both Municipalities played an important and leading role in this feat, hence the name selected.

In accordance with the Puerto Rico Autonomous Municipalities Act, AMSI is an inter-municipal agency. In accordance with the federal Public Law 91-100 Job Training Partnership Act (JTPA), as amended, under which AMSI was created, the following is a summary of the provisions of the JTPA., which was superseded by Public Law 105-220 of 1998, the Workforce Investment Act (WIA) and subsequently replaced by Federal Public Law 113-128 of July 22, 2014, known as the Workforce Innovation Opportunity Act (WIOA); AMSI is a Local Area composed of a consortium of Municipalities that administers the Caguas-Guayama Local Labor Development Area under the Labor Development Program of the Department of Economic Development and Commerce of the Government of Puerto Rico.

How it came about

Our name?

 

On December 17, 2004, the Board of Mayors approved Resolution 1. In this Resolution the change of identity of the organization from Consorcio Caguas-Guayama to Alianza Municipal de Servicios Integrados was approved.. This new name came about as a result of a recommendation made by the firm Estudios Técnicos, Inc. in the 2002 Caguas-Guayama Consortium, Social and Economic Profile of the Region. The recommendation was to make the name more inclusive of all its members.

The AMSI Board of Mayors is established in compliance with the Workforce Innovation and Opportunity Act (WIOA). One of the functions of the Board of Mayors is the appointment of Local Board members, in accordance with the criteria set forth in Section 107(b) of WIOA. Similarly, the Board of Mayors is a recipient of WIOA funds, administered through an agreement with the Local Board. As part of their commitment, they promote the creation and development of organizational programs that benefit our clients. Our Board of Mayors maintains a firm commitment to the development of employment and training opportunities, as well as offering recruitment services for companies throughout Puerto Rico.

Board

 

Section 107 of the Workforce Innovation and Opportunity Act (WIOA) provides for the establishment of a Local Workforce Development Board (Local Board), certified by the Governor, to set public policy for its Local Area.

The Local Board is composed of Representatives of the private sector, who constitute the majority of the Board members, Representatives of the Labor Force; of Entities that Administer Education and Training Activities; and Representatives of Governmental, Economic and Community Development Entities.

Our Local Board operates in parallel partnership with the Board of Mayors and the contact person is Sr. Joaquín Santiago Santos, Executive Administrator of AMSI.
